Wisconsin restarts film, TV tax credit and sets up film office with $5m budget

The approved 2025-2027 budget sets aside $5m for the incentives and establishment of a state film commission as part of the department of tourism to lure production to the state.

Wisconsin is poised to restart its production incentive thanks to the recently approved state budget which set aside $5m for state-wide film and TV tax credits, and the creation of a film office.

The Wisconsin film tax credit would be applied to 25% of income paid to Wisconsin residents up to $250,000 apiece and for 25% of film-related expenses in the state, and credits for acquiring or improving property that wasn’t owned before December 31, 2025.

Action! Wisconsin, a statewide coalition of filmmakers, producers, businesses, and film and television project supporters, has applauded the inclusion of the credits within the 2025-2027 state budget. “We are excited that the State Legislature and Governor recognise this enormous economic development opportunity that will attract additional private investment in the film and production sector,” said Katie Heil, founding member of Action! Wisconsin. 

The film commission will be part of the Wisconsin department of tourism.

The tax credit excludes live sports productions, news, awards ceremonies and more.

Productions to film in Wisconsin include 2025's Green And Gold starring Brandon Sklenar and Craig T Nelson, and 2009's Public Enemies for Universal.
